Penny retired from her role as National Commercial Director at the Disclosure and Barring Service (a Home and Cabinet Office non-governmental public body) in September 2022. Before that, Penny was Director of Commercialization, Citizens, and Shareholder Liaison with Bristol City Council; amongst other responsibilities, she led on governance and support for all the Council’s arms’ length trading companies, including Goram Homes.

Penny succeeds Lynne Cubbin as Chair of Trustees. Lynne’s nine-year term saw Key expand from a youth charity just for young people to now supporting almost 6,000 individuals and families including helping young people experiencing homelessness and families to prevent homelessness. Key manages supported accommodation, women's refuges, community hubs, and provides a range of tenancy support services.

Speaking of her appointment, Penny said:

Key’s vital work is close to my heart, and I look forward to working with the charity's other Trustees as well as its partner, Progress Housing Group, to continue growing the charity and the services we provide for the people and communities who need our support.

"Lynne, my predecessor, has done a brilliant job leading Key during her term as Chair, and I’ve valued her experience and encouragement during my introduction to the role. I wish her every success in her next endeavours."
